New telecoms law adopted

The Ukraine parliament has adopted a new Telecommunications Act and pandered to pressure from the country’s cellcos by removing a controversial regulation that would have banned charging users for incoming calls. The new Act, which will replace the old Communications Law in September, has been before parliament since late 2000. There are also updated regulations concerning per-second billing and making network rollout targets mandatory for all operators, with those failing to comply liable to having their licences revoked.
