Putin signs Telecoms Act

Russian president Vladimir Putin has passed a new Telecommunications Act into the statute books, establishing a legal basis for the industry and determining the authority that state bodies have in the communications sector. The bill focuses strongly on licensing, an activity which has not been defined in detail in older legislation. Licences may now be issued via tenders, auctions or other acts, the rules of which will be set by the state.
