Cable & Wireless Jamaica (C&WJ), the country’s incumbent fixed line operator, is to restrict access to its network for Gotel Communications, a competitive local exchange carrier. A domestic traffic interconnection agreement exists between the two, but Gotel has been in breach of contract by running international long distance calls through C&WJ’s lines. Due to call termination fees from calls made to one mobile operator, Gotel’s actions have led to an estimated loss for C&WJ of USD800,000 since January. No response or compensation has yet been offered by Gotel or their parent company Index Communications Network Limited since the issue was addressed in the latter part of April. This comes at a bad time for C&WJ as Jamaica’s fixed line subscriber base continues to plummet due to rising mobile subscribers.
