Iceland in violation of 3G rules

According to the European Free Trade Association (EFTA)’s surveillance authority, Iceland is in breach of its obligations to offer 3G licences from the start of 2002. The European Commission UMTS Decision (128/1999/EC) requires all states to take the necessary steps to provide for the implementation of UMTS services by that date and, more importantly, establish an authorisation system for 3G no later than 1 January 2000. However, EFTA has initiated an infringement proceeding against Iceland following its failure to comply with the directive.
