Dutch incumbent KPN registered its 300,000th ADSL customer at the end of December 2002, but claimed that unhelpful legislation was the reason why it fell short of its target of 400,000 users. The telco said unnecessary attention had been given over to implementing rules rather than to benefiting customers and stimulating market demand. As a result, KPN claims the country is lagging behind in terms of ADSL penetration; currently it lies fifth (4.8%) behind Belgium (9.4%), Germany (8.2%), Denmark (8.1%) and Sweden (5.3%).
